For example-a woman's husband has a brother giving her a ';brother-in-law';. The husband dies. Is the brother of the deceased still and/or forever her ';brother -in-law';?Do in-law relations ';survive'; the death of a spouse-in a legal sense. Are they still ';in-law's'; after death?

Yes, he remains her BIL even if she remarries. If she divorces, he becomes a former BIL.
Only if she sees him/the family that way.
